The Primary IP is allocated at the time the server is provisioned.
The Assigned Default IPs and Additional IPs are allocated after this and usually take a little bit longer.
The complete IP allocation usually takes less than 30 minutes to complete, after the Server has been provisioned.
Please note that the IP Addresses will be assigned randomly and so it is not possible to assign a particular IP Address or IP Addresses in a particular range.
